Russian Federation
A driver's license is issued for a period of ten years, after which it must be renewed. Citizens who permanently reside in Russia have the opportunity to obtain a license at any traffic police department. Persons staying in the country temporarily can exchange their driving license only in the area where they live.
The replacement procedure is necessary in the following cases:
—If there have been changes in the driver’s personal data.
—If your driver's license has been lost or stolen.
—If the document has been damaged or worn out.
—If the driver has received a new category of license.
—If the car owner’s health has changed: indications or contraindications for driving have appeared.
The amount of the state fee for replacing a driver’s license is determined by Article 333.33 of the Tax Code of the Russian Federation. This amount is fixed for all regions of the country and in 2024 is 2,000 rubles.
A new driver's license can be issued in any region of Russia, regardless of where the driver is registered.
In 2024, driver's license renewal is available in three ways:
— through the State Services portal;
— in a multifunctional center;
— at the regional branch of the traffic police.
The main stages of the process will be passing a medical examination, paying the state fee and submitting the necessary documents. In 2024, there will be no requirement to pass exams to exchange a driver's license.
Be cautious
CAR4RU is warning that continuing to drive after your license has expired can result in a serious fine. This is because driving a vehicle with an expired license is considered the same as driving without a license. According to Part 1 of Article 28 of Federal Law No. 196 “On Road Safety”, the expiration of the license leads to the loss of the right to drive a car. As a result, the punishment for driving with an expired license is the same as for driving without a license at all.

Georgia
Georgian driving licenses have international status, which gives their holders the right to drive cars in countries that have signed the Vienna and Geneva Conventions. This means that in almost any corner of the world, foreigners with such a license can drive a car. The certificate is valid for 15 years, and you can get it in Georgia in just a month.
You have the opportunity to both pass the driver's license exam and exchange your Russian license for a Georgian one by providing a special document confirming the authenticity of your driver's license.
USA
You can renew your license for one year before it expires and for two years after it expires. If you choose to renew your driver's license during this period, it will not affect the validity of your new license or any associated fees.

If you are driving a car with an invalid license and are fined for violating traffic rules, you will have to pay fines and penalties:
If license expired in less than 60 days: $25 to $40 plus local and state fees.
If expiration date is more than 60 days: $75 to $300 plus local and state fees.
